The American Recovery and Reinvestment Act (ARRA), which was signed by President Obama in February 2009, plans to stimulate the economy through spending on infrastructure, education and health care. The ARRA includes $20 billion in incentives for medical professionals who provide Medicare and Medicaid services and who use electronic medical records, promoting the development of robust IT systems in the health care sector. Practices that implement EHR systems promptly could be eligible for up to $44,000 per professional, with diminishing rewards for later adapters. There are two incentive programs available, one for Medicare and one for Medicaid, both of which start in 2011.
