Today, Rick Walker, candidate for Texas' 2nd Congressional District in the U.S. Congress, announced an innovative plan to use federal funding strings to help the City of Houston to win the fight against flooding. Rick Walker for Congress is the campaign releasing this plan.
Walker's plan is to force the state-controlled San Jacinto River Authority (SJRA) to sell inexpensive flood insurance to the communities downstream such as Kingwood, Humble and Atascocita. Walker asserts that this plan is cost-neutral and has multiple redundancies built-in to end the flooding for good.

Hurricane Harvey dropped over 50 inches of rain on the greater Houston area. Like thousands of his Houston neighbors, Rick Walker, candidate for the U.S. House of Representatives, was directly in Harvey’s trail of destruction. Now, he vows to fight in Congress, both for relief from Harvey and for the future improvement of flood mitigation.
