RCC Launches C3TEST To Help Agencies Prepare To Communicate During An Emergency

RCC's new Command, Control and Communications Training and Exercise Solutions Team (C3TEST) helps agencies create a holistic, multi-year program to improve capabilities related to command, control and communications (C3).

RCC Consultants, Inc. is pleased to announce the official launch of our Command, Control and Communications Training and Exercise Solutions Team (C3TEST).

C3TEST helps agencies create a holistic, multi-year program to improve capabilities related to command, control and communications (C3). We help public safety, utilities, transportation agencies and educational institutions plan, implement and practice critical C3 skills. Our custom solutions help prepare any organization to respond to an emergency based on their specific needs and challenges.

Unlike generic exercise solutions, C3TEST is specifically targeted at integrating interoperable communications with incident command and management around any scenario - so the response to a major incident can be organized systematically and virtually instantaneously. C3TEST helps to ensure that this integration reaches back to daily use so users have the confidence and familiarity with the tools they will need most when disaster strikes.

When coordinating the response to a major incident, quickly establishing C3 is essential. "RCC's C3TEST helps our clients accomplish this by focusing on the planning and practice of these skills through the repetitive and reinforced learning experiences of training and exercises," said RCC President and CEO Michael W. Hunter. "In addition, our experience and results have shown that these layered building blocks help improve the relationships and collaboration across jurisdictional and disciplinary boundaries over time."

RCC's C3TEST offers services throughout the entire preparedness and response process. Our team can create or update interoperable communications plans, test those plans with tabletop and full-scale exercises, and then re-evaluate and update governance plans, Standard Operation Procedures (SOPs) and Memorandums of Understanding (MOUs). RCC has already helped numerous clients with our C3TEST services. In California's Central Valley, we conducted a tabletop exercise to validate a CONOPS, incident management and interoperability capabilities, and requirements for seven counties. Using tabletops, functional and full-scale exercises, we worked with the East Texas Council of Governments to practice C-BRNE (Chemical Biological Radiological Nuclear Explosives) and Mass Casualty Incidents, and the Tampa Bay Regional Domestic Security Task Force (Region 4) to practice hurricane scenarios.

All members of C3TEST are certified in NIMS, ICS, COML and HSEEP*, and most have first-responder and emergency management experience. This experience helps ensure that all plans and procedures are practical as well as compliant with local, regional, state and federal policies.
